On February 9, 2001, the Ministry of Civil Affairs issued a statement on the conclusion of the 2019 annual inspection of the foundation. Founded in June 1989, as a national public foundation with a history of more than 30 years, WRSF was rated as a qualified foundation in this annual inspection.

The Ministry of Civil Affairs announced the 2019 annual inspection conclusions of 40 foundations that were not recognized as charitable organizations by 31 December 2019, in accordance with the relevant provisions of the Regulations on the Management of Foundations and the Measures for the Annual Inspection of Foundations.
