On March 12, Jin Nuo, Party secretary of Renmin University of China, and Yan Jinming, executive director of the National Academy of Development and Strategy of Renmin University of China, visited the Western Returned Scholars Foundation (WRSF) for inspection and guidance, and had an in-depth discussion with Mo Wenxiu, chair of WRSF, Zhang Rujie, vice chair and secretary general of WRSF, and all the staff of the secretariat on how to better promote the development of WRSF.

Mo Wenxiu expressed her warm welcome and sincere thanks to the visit of Jin Nuo, Party secretary of Renmin University of China. She said that since the establishment of the new board of directors, with the special help from the Party committee of Renmin University of China and the care and support of the Ministry of Education and the Ministry of Civil Affairs, WRSF has made a major turnaround in its restructuring. With more than a year of efforts, WRSF entered a healthy development track. The foundation's infrastructure work has made a major breakthrough, the foundation's management system has been established, the risk prevention awareness has been improved, fund-raising and project management have also delivered remarkable results.

She pointed out that this year is the opening year of the 14th Five-Year Plan and the 100th anniversary of the founding of the Communist Party of China. With a new journey ahead, the team needs to work hard and strive for the best, make the right decisions to achieve new achievements.

Zhang Rujie made a comprehensive report on last year's work and the key points of this year's work. From the strengthening of the Party's construction, comprehensive and strict management of WRSF has been effective; reform, solve the key problems of the foundation within a short period of time; set the "2021-2025 Western Returned Scholars Foundation Plan"; infrastructure construction has made a major breakthrough and fund-raising and project management has made significant achievements. Starting from the year of 2021, the foundation will make efforts focusing on the following three things: First, we will pay close attention to the implementation of the management system. Gradually realize the institutionalized and standardized management of the foundation and strengthen the construction of the team. Second, establish three platforms. Third, mainly focus on six key tasks.

He pointed out that, WRSF has transformed from an unqualified foundation to a national qualified foundation. In 2020, facing the severe and complex international situation and the arduous task of the reforming the foundation, especially the serious impact of the COVID-19 epidemic, the fifth council of the WRSF has made right calls under the circumstances, planed carefully and made efforts, delivered satisfactory results. These achievements were not come easily and have gone through many difficulties and obstacles. These are the results of Renmin University of China show’s special care and help to the foundation. These are the results of the strong leadership of the Ministry of Education, the Ministry of Civil Affairs, Mo Wenxiu and the efforts from all the staff.

Jin Nuo, Party secretary of Renmin University of China expressed recognition to the new board of directors of WRSF for achieving these outcomes in a short period of time, and expressed appreciation for the staff team. She pointed out that WRSF had many practical problems and even faced the test of survival. But neither the Party nor the country, nor the supervision authorities, would want this national public foundation, which has been developed for more than 30 years, to disappear in this way. Now, the foundation has gone through big changes, which cannot be separated from the excellent working style of the foundation's new leadership team, which is pragmatic, courageous and brave.

She pointed out that "the CPC Central Committee with Comrade Xi Jinping as the core" values public welfare and charity. The 18th and 19th CPC National Congress had made important decisions and arrangements on the development of charity. WRSF should study and put the theories into practice, strive to build the foundation in to a national first-class foundation. She expressed confidence in the bright future of the foundation and will fully support its development.
