WRSF hold the third board meeting of the fifth council.

Under the guidance of the Ministry of Civil Affairs, the Ministry of Education and Renmin University of China, the Western Returned Scholars Foundation (WRSF) held the third board meeting of the fifth council at the office of WRSF on July 16, 2021, with all nine council members and two supervisors present. Mo Wenxiu, chair of the board hosted the meeting and delivered a speech. Zhang Rujie, Vice President and Secretary General, presented the "WRSF Work Report in the First Half of 2021". The board members reviewed the report on the work of the WRS, three revised management rules and projects.

The board members pointed out that the third board meeting of the 5th Council of theWRSF was a routine workmeeting held at a critical period when thefoundation had fully completed the reform, entered the national qualified ranks and won the 3A foundation assessment. The topics of this meeting was to studythe important speech of General Secretary Xi Jinping on July 1, summarize the work in the first half of 2021 and deploy the work in the second half of the year.

The board introduced the main achievements of the work of the WRSF in the first half of 2021. Firstly, the party building led the way and promoted action by learning. Further improve the construction of the Party branch, establish and improve the party building system, make the Party building work plan, and carry out solid party building activities. Secondly, we have taken actions to welcome the 100th anniversary of the founding of the CPC by building on our work. We explored the creation of the "Global Talent Program for Governance", actively implemented the donation of more than ten million epidemic prevention materials by Reward Group, solidly promoted the "Two Preventions and One Promotion"public welfare project, and firmly promoted the "High-level Talent Innovation and Entrepreneurship Fund", etc. Thirdly, we will make every effort to meet the 3A assessment of the national foundation. Fourth, the main problems, laying the foundation, solving problems, creating a brand, opening a new bureau and project implementation needs to be strengthened.

The main focus of the work in the second half of the year is to continue to improve the political construction of the WRSF, to continue to build a physical platform for raising funds, to continue to work on the WRSF's projects, to focus on talent development and health care, and to make effortsand breakthroughs in the overall development.

The board required that the learning and implementation of the meeting should be done urgently. First, we should make the study of General Secretary Xi Jinping's speech on July 1 the primary political task from now on, and make the Party history educationa compulsory course for all staff. Combine the study and implementation of the speech with the implementation of the WRSF's five-year plan and annual work plan to ensure that learning and education resonate with the central work. Secondly, to continue the patriotic spirit and remain true to our original aspiration, the fifth council is required to both fully supervise the operation of the organization and to play an important role in fundraising resources transmission, capital preserving and value-adding, brand building, risk control and quality control by giving full play to their respective professional advantages and resource advantages. Thirdly, the staff (secretariat) should work together and be innovative. We must form a pattern of thinking in one place and making efforts in one place. We must focus on raising funds and implementing various projects, promoting the implementation of the various tasks of the 3A evaluation of the WRSF.

At the meeting, the directors and supervisors expressed their views actively and communicated fully, suggesting ideas for the development of the foundation.
