By December 31, 2020, the Ministry of Civil Affairs had registered a total of 214 foundations, of which 186 had been recognized as charitable organizations, and 28 foundations had not yet been recognized as charitable organizations. According to the Charity Law of the People's Republic of China, the Regulations on the Administration of Foundations and the Measures for the Annual Inspection of Foundations, the Ministry implements an annual work report system for charitable organizations and no longer issues annual inspection conclusions; it implements annual inspections and issues annual inspection conclusions for foundations that are not recognized as charitable organizations.

The proposed conclusions of the 2020 annual inspection of 28 foundations that are not recognized as charitable organizations, including the Liu Biao Charity Foundation, are now publicized.
