On October 22, 2020, the first board meeting of the fifth board of directors of the Western Returned Scholars Foundation (WRSF) was held at the National People's Congress Conference Center. The meeting elected Comrade Mo Wenxiu as the fifth chair of the board. 

The 5th board of WRSF’s first donation ceremony was held for after the meeting. Mo Wenxiu accepted the donation and made a speech. She stressed that China has opened a new era of governance of charity by law and achieved great development. Charity has become an important carrier for carrying forward the traditional Chinese virtues and practicing the core socialist values.

Western Returned Scholars Foundation is found and developed by Wu Xiuquan, an proletarian revolutionary with a long history, patriotic spirit and a special mission. In recent years, we have faced some difficulties and challenges. At the first board meeting of the 5th WRSF board of directors, we elected new leaders and appointed new team members. We are deeply aware of the glorious mission, arduous task and great responsibility. We will continue to work hard to fulfill our mission and live up to the expectations of the CPC Party and the people.

She pointed out that the first donation ceremony of the 5th board of WRSF aimed at paying tribute to all the internal and external philanthropic sages and entrepreneurs who have made outstanding contributions to the development of WRSF by presenting honorary certificates to the entrepreneurs who have raised funds. Entrepreneurs are the backbone of the foundation's development, and their contributions are evident and irreplaceable. The foundation will not forget the important contributions and efforts made by the entrepreneurs to the development of the foundation, and the people who have been helped will not forget them.

Mo Wenxiu proposed two suggestions. On the one hand, she hopes that people will always keep the heart of strive and establish entrepreneurship and innovation. She expects all entrepreneurs, caring people and directors of the foundation to always grasp the development trend, stay ahead of the times, always keep a surging and enterprising heart, give a new connotation to charity, specialize, refine and actualize the main business, make the business bigger, stronger and longer, and unite and lead more entrepreneurs to participate and promote the healthy development of charity with strong strength and practical actions.

On the other hand, she hopes that everyone will always be sincere and work with one heart to strengthen the foundation. WRSF is a “home” for charity, and every caring person who cares about the foundation hopes that it will do better. She stressed that the foundation should not only do a good job in all aspects of its own construction, but also do a good job in providing quality services for caring enterprises, and set up a team of lawyers to provide legal consulting services to protect the legitimate rights and interests of donors and caring people. Form a strategic development community to maintain a friendly and trusting relationship with our donation partners, partners and mainstream media. Form a volunteer team, widely recruiting caring people with overseas study experience and domestic volunteers with professional expertise to create a volunteer service team. We will work together to create a leading foundation in China.

Mo Wenxiu calls for WRSF to always remain true to the original aspiration and mission of public charity; to provide the best service to ensure that the projects and funds donated are done according to the requirements of the donor companies, so that the people can benefit and the donors can be satisfied; to take this gathering as a new starting point, to work together, to win together, to make the history of WRSF even more wonderful, and to create a better and more beautiful future for charity together!
